You can guess by his body language. His gaze , gesture , voice , hand moments. Btw it is rare for 13 year old boy to do ';flirting'; but you can say he is depicting tender emotions.
There are infinite ways to flirt potentially, so you just have to use your own judgment. If a guy talks to you regularly though, that means he probably would say yes if you asked them out.
If he teases you, or finds times to talk to you. Also if he tries to make you laugh! If you like him then flirt back. I think he likes you. :)
